Django developer for Cascade Bicycle Club Spring 2013

I. Overview
Cascade Bicycle Club, a non-profit based in Seattle, WA, is seeking proposals for an experienced Django developer to update and maintain the Commute Challenge website http://commutechallenge.cascade.org and the Bike to School challenge website http://biketoschool.cascade.org/ from January through June 2013, with the possibility of renewing a contract annually.The sites run on Django and PostgreSQL and are currently hosted on the Amazon Web Services cloud.
II. About the Commute Challenge and Bike to School Challenge
Every year Cascade Bicycle Club deploys the Commute Challenge and Bike to School Challenge online trip tracking contests from May 1-31 as part of a suite of programs offered during National Bike Month. In 2012, over 12,000 individuals registered for the commute challenge and logged their bike trips on Cascade’s microsite http://commutechallenge.cascade.org/. This website is the hub of the commute challenge, featuring: Online registration Trip calendar to log bicycle commutes Media feeds (blog and Facebook and a photo of the day) Standings (individual, team and organization) that can be filtered and sorted Individual and team displays and administration Administrative features (reports, user admin, controls)
III. Project summary
Cascade seeks to contract with a web developer to update and maintain the Commute Challenge and Bike to School websites according to Cascade’s specifications. Beginning in January 2013, the developer will work with the Bike Month Coordinator to complete necessary actions to update the websites for an early March 2013 launch. Additionally, the developer will provide ongoing customer and technical support to ensure the success of the 2013 Commute Challenge and Bike to School Challenge through June 7, 2013. The sites run on Django and PostgreSQL and are currently hosted on the Amazon Web Services cloud.
IV. Requirements
Approximately full-time availability late-January through mid-February 2013, and part-time on call availability for technical support March through early June 2013. The bulk of this project needs to be completed between January 28 and February 18. See appendix for task list. Python, Django and memcached experience. Experience using PostgreSQL or any RDBMS supported by Django. Database administration experience Experience using Linux web/app/database server configuration and operation. Ability to meet deadlines and work independently. Strong organizational skills and attention to detail. Proven project management experience. Excellent interpersonal and communication skills, a collaborative style, can-do attitude. Proactive, solution-driven approach with a willingness to strive for excellence.
V. Finances and Timeline
The budget for updating and maintaining the Commute Challenge and Bike to School Challenge websites is not to exceed $7,000 for 2013, and the developer will work under a time and materials contract. The proposed schedule for this project is as follows:
January 14th: Proposals due. January 21: Cascade Bicycle Club interviews candidates and awards contract. January 28: New developer transitions with previous developer. Developer estimates time needed and cost for each proposed task. (Email btw@cascadebicycleclub.org for task list.) February 4-17: Developer completes task list. February 18: Site is tested. February 25: Final updates. March 4: Launch sites. March and April: Developer provides ongoing website support as needed. April 29: Site is reset for Commute Challenge to start May 1. May through early June: Developer provides ongoing website support as needed.
VI. Proposal instructions
Please include the following information in your proposal: Description of skills and experience. Number of persons applying. Hourly rate of pay, and whether or not a non-profit discount is available. A list of any other concurrent projects and time commitment of each during spring 2013. Two or three samples of website work and reference information for each sample.
